If you’re renting outside the U.S., it ‘s best to check with your specific rental location before making any plans to drive into another country. Inquire either at the rental counter or, simply contact us.
Canada:

Traveling from the U.S. to Canada
- If you’re a U.S. resident, you may drive a Budget car into Canada. However, you must advise us upon vehicle pickup that you plan to drive to Canada so we may issue a Canadian Non-Resident Insurance Card. This applies to rentals of all U.S.-registered cars.

If you’re a Canadian resident, Canadian Customs regulations prohibit you from entering Canada with a U.S. car. So renters with a Canadian driver’s license and a U.S. license plate won’t be allowed to cross the border into Canada. Customers with a Canadian driver’s license planning to cross the border into Canada should be provided with a vehicle with a Canadian license plate, if one is available.
Mexico:

Traveling from the U.S. to Mexico
- If you’re a U.S. resident, you may drive a Budget car into Mexico only if you purchase Mexican Automobile Liability Insurance at the U.S. rental location. This insurance is available only at specific locations in Texas, Arizona and California. It is not available in Mexico. Foreign nationals who can’t establish legal permanent U.S. resident status or current valid visa status can’t purchase this insurance because Mexico prohibits such persons from driving a U.S. car in Mexico, making them subject to arrest and the car subject to seizure.

At most locations, driving is restricted to the continental United States and Canada. A Canadian resident is prohibited from driving a U.S. owned vehicle into Canada. Please refer to the Local Policies for specific information regarding geographic limitations at the location where you intend to rent a DOLLAR vehicle.

a rule, Enterprise does not specialize in state-to-state or
city-to-city one-way rentals. However, some Enterprise offices can, on
occasion, accommodate your needs in this area. One way rentals are not
available online or through email. Please call 1-800-261-7331 and one
of our agents would be happy to assist you. You are also welcome to
speak with the Enterprise office where you intend to rent to determine
if a one-way rental is possible. You can find an office phone number at

Some
locations offer one way rentals. Rates and vehicle availability for
one-way rentals can be obtained through the Thrifty Reservations
Center by calling 1-800-THRIFTY (847-4389) within the U.S. and Canada,
or 1-918-669-2168 outside the U.S. and Canada. One-way
rentals within the United States and within Canada vary by THRIFTY
location and vehicle availability. A one-way drop fee will apply.

When making reservations, check on policies regarding crossing foreign borders in a rental car. Find out if your insurance company either limits the coverage amount or refuses coverage on international rentals. If you're planning on using the damage waiver coverage provided by your credit card company, confirm with them it will be available to you on an international rental. Many won't. Another tip for foreign travelers is to confirm which country's currency your rate is being guaranteed in and what credit cards will generally be accepted locally for gasoline and other purchases.
